do i need pay the appraisal and processing fee when my loan application declined?

I signed a house purchase contract with somebody,the buyer supposed to pay all the closing cost,but my application failed,
doI need pay the appraisal and processing fee?or buyer need pay,he is responsible to all closing cost,those are part of closing cost.
