Is someone obglitated to pay for a student loan-IF they want to withdraw the application because they changed their mind about attending a certain school . They did not yet fill out the college application form - BUT , may have listed the school on the application. When is it too late ? Also, can the loan application be changed ( as far as attending another college ) ?

It’s TOO LATE when they already approve the student loan!!!! Withdraw now while you still have the chance!!!!

You are not obligated to pay back the loan until you get the money.
