Am I still eligible for the Student Loan Repayment program (SLRP) if I don’t have a loan out yet?

Ok I just signed a 8 year contract with the Illinois National Guard, but what I am wondering is that if I don’t already have a loan opened up will I still be eligible for the loan repayment. For example if I was to get a student loan tomorrow but I joined the national guard yesterday would I still be able to get it payed off or do i need to have one prior to signing because my recruiter told me that I could do this just to get extra money. I know I know I shouldn’t believe my recruiters but he is a family friend and we have know him for a while so I definetly trust him. I was just wondering if I’m still eligible for this. Oh and by the why I’m going to do the tuition assistance because in illinois you get all tuition paid.
Ok ill try my best to explain this I’m in the National Guard and I get tuition assistance which in illinois means all tuition payed but I was wondering if on top of that can I still take advantage of the student loan repayment program. Or is it one or the other. hopefully this helps
