Find Student Loan Consolidation

First of all, I dropped out of college in the past. One of my options I want to consider now is a for profit college which would cost a lot of money. I might be able to get financial aid through vocational rehab. I don’t think I’m eligible for FAFSA since I attended college before. I’m poor, and my parents will not pay anything. Are there any grants for this situation, or should I just try to go to community college for my major which is a 25 minute drive? I don’t really want loans.
